I keep seeing references to Under the Radar, and cannot find a source. Is it a carnival, a festival, a blog, a website? Help!

Hey, Silvia. Good question. It's more like a festival of underappreciated books. Colleen Mondor, of the blog Chasing Ray, is the organizer, and she has a post about the endeavor:
